David Boesch
Board Member
David is an accomplished local government professional. He joins PCF’s Board following a distinguished career of nearly 40 years serving local Governments in management and leadership positions including for the City of Half Moon Bay, County of Placer, County of San Mateo, and the City of Menlo Park. During his time working for the County of Placer, he worked as County Executive Officer, helping in the areas of performance management and priority-based budgeting, employee and community engagement, and developing strategies addressing affordable housing and homelessness.

David is currently a Special Advisor with Management Partners where he has developed an encore career in interim management and consulting in community development, finance and executive management. His areas of expertise include growth management, community and economic development, performance management, strategic planning, organizational leadership excellence, facilitation, process improvement and long-range financial planning.

David has a Master of Public Administration from the John F. Kennedy School of Government at Harvard University. He has a Bachelor of Science degree in Urban Planning from the University of Utah. He is an active member of the International City/County Management Association and the Alliance For Innovation. He has taught courses on local government management and contemporary issues at Stanford University and Notre Dame de Namur, as well as for the League of California Cities and California State Association of Counties on topics including leadership, team-building, employee and civic engagement.
